October Bto Exercise Include About 3300 Flats Wait Times Less Three Years
The development plan for Yishun places a strong emphasis on healthcare and wellness infrastructure. The Housing and Development Board (HDB) has announced that the upcoming October Build-To-Order (BTO) sales exercise will include a total of 9,100 flats. Among these, 3,294 units will be Shorter Waiting Time (SWT) flats, which have waiting times of less than three years.
These SWT flats will be offered across four BTO projects in Bedok, Sengkang and Yishun, and will comprise a mix of two-room flexi to 3Gen flats. There will also be Community Care Apartments (CCA) for seniors. The launch of these SWT units brings the total number of flats offered in 2025 to 4,690 units, exceeding HDB’s earlier target of 4,500 units. To address the housing demand and shorten waiting times for buyers, HDB plans to launch around 4,000 SWT flats annually over the next two years.
This October exercise is significant as SWT units make up more than one-third of the launch, indicating a conscious effort by HDB to cater to evolving buyer needs. “By offering more SWT flats, HDB aims to attract first-time buyers who may otherwise turn to the resale market due to urgency. This will also help to stabilize resale prices, which have been on the rise in recent years,” says Eugene Lim, a key executive officer at ERA Singapore.
Two of the SWT projects are located in Yishun, with an estimated waiting time of 2 years and 7 months. Yishun Glade, situated at the corner of Yishun Street 31 and Yishun Ring Road, features 569 units across four 15-storey residential blocks, offering two-room flexi and four-room flats. It also boasts recreational facilities such as a children’s playground, fitness stations, a rooftop garden, and a senior care center. Nearby amenities include Junction 9, Yishun Mall, and Yishun Public Library.
The other SWT project in Yishun is Chencharu Grove, located along Bah Soon Pah Road and Chencharu Link. This development has 826 units across six residential blocks, with unit types ranging from two-room flexi to five-room flats. It is conveniently located near Khatib MRT Station on the North-South Line and amenities such as Khatib Central, Wisteria Mall, Northpoint City, and Yishun Hawker Centre.
Lim believes that Chencharu Grove will be one of the most popular projects among buyers due to its proximity to the MRT station and schools such as Peiying Primary, Naval Base Secondary, and Chung Cheng High (Yishun). He also expects that the inclusion of five-room units will attract larger households. The project will also feature a 418-unit Single Room Shared Facilities (SRSF) public rental block, replacing the pilot site at the former Anderson Junior College hostel along Ang Mo Kio Avenue 8.
In Sengkang, Fernvale Plains, situated along Fernvale Street, will consist of five residential blocks, including a rental block, offering 830 units ranging from two-room flexi to five-room flats, along with 207 CCA units. The project will feature shared community spaces like gardens, fitness stations, and a preschool. Its estimated waiting time is 2 years and 8 months. Nearby amenities include Seletar Mall, Fernvale Community Club, and Compass One.
The final SWT project, Ping Yi Court in Bedok, is located along Chai Chee Street and will comprise five 15-storey blocks with 862 units. These range from two-room flexi to 3Gen flats and are designed around a central courtyard. Residents of Ping Yi Court will have access to amenities such as a preschool, playground, rooftop garden, and fitness stations. With the Bedok and Kembangan MRT stations (on the East-West Line) within walking distance, residents can easily reach Kaki Bukit 511 Market and Food Centre, Bedok Mall, and Heartbeat@Bedok. This project has the longest waiting time among the four, at 2 years and 9 months.
