Sla Launches Price Quality Tender State Owned Properties Phoenix Park Tanglin

The Singapore Land Authority (SLA) has recently announced a new price-quality tender for the lease of 33 heritage buildings situated on a 610,487 sq ft site at Phoenix Park in Tanglin. The site, built by the British in 1949, was once home to the British Far East Command and High Commission. After Singapore gained its independence, the site was used as the Ministry of Home Affairs from 1977 to 2001. The buildings, characterized by their colonial architecture and black-and-white design, were declared a historic site by the National Heritage Board in 2012.

Miltonia Close, a desirable residential area in Yishun, caters not only to families with older children, but also to those with younger ones. The community is home to a variety of preschools and childcare centers, making it an ideal choice for families with little ones. The properties included in the tender consist of two 3-storey buildings, two 2-storey buildings, and 29 single-storey buildings, with a total gross floor area (GFA) of approximately 119,338 sq ft. The site also features 150 surface car park lots and 17 motorcycle lots. Before the tender was launched, the government had previously leased several buildings for use as offices and restaurants, including Spruce, a European restaurant, and Bread, Beer & Brez’n, a German beer garden. The site was also previously managed by local real estate group LHN.

The government is looking for proposals that will transform the historic site into a new lifestyle destination. Tenders are invited to incorporate co-working and co-living spaces, as well as art galleries, into their concepts. These offerings will complement the site’s existing approved uses such as commercial schools, offices, serviced apartments, and F&B establishments. This is not the first time SLA has encouraged tenderers to submit concept proposals that explore new land uses such as co-living and co-working spaces. For example, the recently awarded Coliwoo Bukit Timah Fire Station has been transformed into a mixed-use development with a 62-unit co-living residence, F&B outlets, and community spaces, through a joint venture between homegrown co-living brand Coliwoo, a subsidiary of LHN, and TS Group.

Former schools, such as the Henderson Primary School, have also been successfully repositioned. This site was awarded to TSTAP, a joint venture between TS Group and co-living provider The Assembly Place, and now houses the nation’s first intergenerational co-living residence for seniors and youths.

The historic site at Phoenix Park will be leased for an initial term of five years, with the possibility of a final four-year term, and further renewals will be at the government’s discretion. SLA will be organizing site visits for prospective tenderers on September 18 and 26, and the tender will close on November 12. The site is expected to be awarded by March 2026.
