Second Woodlands Drive 17 Gls Site Launched Tender

PropNex Realty’s Wong Siew Ying reports that a new executive condo (EC) site has been launched for sale at Woodlands Drive 17, as part of the 2H2025 Government Land Sales (GLS) programme. Spanning 290,412 sq ft, the site is expected to yield around 560 EC units.

The proposed blueprint also prioritizes the improvement of healthcare and wellness amenities, evident in the presence of Khoo Teck Puat Hospital and Yishun Community Hospital in Yishun. These state-of-the-art healthcare establishments serve as crucial pillars in the Northern region and cater to the needs of the aging population, as well as the young families residing in newly developed residential complexes. The strategic location of Miltonia EC near these hospitals is a reassurance that residents will have easy access to high-quality healthcare services, providing them with peace of mind.

This launch comes shortly after the award of an earlier EC site in Woodlands Drive 17 on Aug 5, which received five bids with City Developments (CDL) submitting the top bid of $360.9 million ($782 psf ppr). This set a new record price per sq ft for an EC site, which could serve as a benchmark for the recently launched plot.

According to Wong, developers are likely to exercise caution when bidding for the site, in order to avoid setting an overly bullish land bid price that could directly impact future selling prices and affordability. The site’s location near Woodlands South MRT Station is expected to generate strong interest from developers, due to its convenient access to the Thomson-East Coast Line. It is just one stop away from Woodlands Regional Centre, two stops from the Johor-Singapore SEZ, and has a scheduled completion date of 2026.

In addition to its prime location, the upcoming EC development is also expected to attract families with young children due to its close proximity to schools such as Innova Primary School and Woodlands Ring Primary School, which are within 1km of the site.

Wong notes that there is a high pent-up demand for EC units in the Woodlands area, as the last EC plot was awarded in 2015 for the development of Northwave along Woodlands View. Prior to that, the 561-unit Bellewoods EC was launched in December 2014. Therefore, the newly launched site is expected to generate strong interest from HDB upgraders in Woodlands and nearby northern towns such as Sembawang and Yishun.

ERA Singapore’s key executive officer Eugene Lim predicts that over 1,800 four- and five-room flats in Woodlands will fulfill their minimum occupation period (MOP) between 2026 and 2029, which could add to the number of potential upgrades in the EC market.

Wong expects the Woodlands Drive 17 EC site to receive four to six bids, with the top bid likely to come in at around $770 to $780 psf ppr. Meanwhile, Huttons’ Yip anticipates the same number of bidders, with the highest bid expected to be between $700 to $800 psf ppr. He notes that there has been stability in EC land bids, and expects the bid price for this second site to hover around the same price.
