Rewritten:The Draft Master Plan 2025 (DMP2025) has been announced, outlining plans for new residential neighborhoods that will consist of both public and private housing. These developments will be located in areas such as Dover Road in Greater one-north, Newton Circus, Monk’s Hill, and Paterson Hill near Orchard Road.
The DMP2025, which was revealed on June 25, also includes proposals for the redevelopment of more areas for mixed public and private housing. These areas include the former Singapore Racecourse in Kranji, land that will become available after Sembawang Shipyard’s relocation in 2028, and the upcoming relocation of Paya Lebar Air Base in the 2030s.
In addition, the plan aims to inject new residential supply into existing towns such as Pasir Ris and Yishun, with the support of new amenities to provide a wider range of housing options. These projects and new neighborhoods will be introduced in phases, as the government adapts to meet the changing housing needs and market trends. Feedback from the public has been taken into consideration in the development of the DMP2025, leading to the proposal of new integrated community hubs in Woodlands, Yio Chu Kang, and Sengkang, along with six Sport-in-Precinct projects in Choa Chu Kang, Keat Hong, Ulu Pandan, Whampoa, Tampines North, and Pasir Ris East.
The DMP2025 also has plans to rejuvenate Orchard Road and the Downtown area. This includes the creation of a new park that combines Istana Park, Dhoby Ghaut Green, and a 500m stretch of Orchard Road, as well as an elevated link to Fort Canning Park. The Central Business District (CBD) will also undergo revitalization, with the government focusing on the existing CBD Incentive scheme, which encourages the redevelopment of older office buildings. The Strategic Development Incentive (SDI) scheme, which encourages transformative redevelopment proposals, will also be continued. Since its launch in 2019, 21 proposals have received in-principle approvals, with several approved projects already underway.
Furthermore, the DMP2025 features a pedestrian bridge that will connect Marina Centre and Bay East Garden, and highlights ongoing Downtown rejuvenation plans, including the expansion of Marina Bay Sands, the PAssion Wave Outpost @ Bayfront, NS Square, and the renovation of Raffles Place Park.
In addition to the developments in the Central Region, there are also plans to transform existing transport and manufacturing areas. The Johor-Bahru-Singapore Rapid Transit System (RTS) Link is expected to be completed by the end of 2026, with plans for an upcoming Multi-Modal Transport Hub (MMTH) that will connect MRT and bus services with the RTS. Land will also be set aside for ‘Business-White’ developments around the MMTH to provide more commercial, retail, and leisure spaces. For example, the Seletar East Industrial Estate has been marked for high-value-added industries, such as a wafer fabrication park. Government land tenders for ‘Business-White’ plots will also be introduced in key transport nodes in Jurong, Tuas, and Woodlands, in line with the decentralization effort. The DMP2025 also aims to rejuvenate Bishan Town Centre, with plans to potentially relocate some government agencies and transform Bishan Place into a landscaped pedestrian mall. This will be accompanied by the construction of a new polyclinic, hawker center, and upgraded bus interchange.
In terms of preserving heritage sites, the DMP2025 proposes adaptive reuse of heritage buildings and strengthening the island’s network of green spaces and corridors. As part of this, the Urban Redevelopment Authority (URA) has gathered public input on repositioning the former Jurong Bird Park and Jurong Hill, and plans to conserve Jurong Hill Tower. An ideas competition was held last October, with 37 submissions and three winners selected in both the Open and Professional categories. These ideas will be refined to guide the future redevelopment of the site. Three new sites have also been earmarked for conservation: the NatSteel Steel Pavilion in Pioneer, the former Pasir Panjang English School off Pasir Panjang Road, and selected buildings at Bukit Timah Turf City.
The DMP2025 also includes green plans for the city, such as the creation of 25 new parks and over 50km of park connectors to add to the existing 130ha of park space and 390km of Park Connector Network. A new Kranji Nature Corridor will also be developed to link Mandai Mangrove and Mudflat Nature Park to the Central Catchment Nature Reserve.
