In April, the first executive condominium (EC) in Tengah, Copen Grand, received its temporary occupation permit. Developed jointly by City Developments (CDL) and MCL Land, the 639-unit project is situated at the corner of Tengah Garden Walk and Tengah Drive.
Copen Grand is within walking distance of three upcoming MRT stations on the Jurong Region Line (Tengah, Hong Kah, and Tengah Plantation), which are expected to open in the next two years.

This award was given at the EdgeProp Singapore Excellence Awards (EPEA) 2025. Interestingly, this is the second time Copen Grand has won this award, with the first win in 2023 when it was still under construction.
Copen Grand’s second win reinforces its success as the development has already been fully sold. The project was well-received by buyers at its launch in October 2022, with over 70% of units taken up on the first day. The remaining units were also snapped up within a month by second-time buyers. On average, the units at Copen Grand were sold at $1,338 per square foot (psf), based on caveats lodged with the Urban Redevelopment Authority (URA).
The development of Copen Grand has set new benchmarks in the Singapore residential market. The 237,032 square feet site was awarded to CDL and MCL Land through a Government Land Sale tender in 2021. The developers submitted the highest bid of $400.318 million, or $603 psf per plot ratio, surpassing six other bids and setting a record land rate for EC sites at the time.
Copen Grand’s site was the first EC plot awarded in Tengah, a new 700-hectare estate located between Jurong, Choa Chu Kang, and Bukit Batok. The 2016 masterplan for Tengah envisioned it as a smart and sustainable “forest town,” with the first car-free town centre, a 20-hectare Central Park, and dedicated walking and cycling paths. Upon completion, Tengah is expected to house approximately 42,000 new homes across its five districts: Plantation, Garden, Park, Brickland, and Forest Hill.
Against this backdrop, Copen Grand was designed with greenery and sustainability in mind. The development, by ADDP Architects, incorporates several green features such as photovoltaic systems that use solar energy to partially power common spaces and facilities, 20 electric vehicle charging stations in the carpark, energy-efficient appliances, and extensive landscaping with greenery and water features. As a result, Copen Grand was the first EC to receive the Building and Construction Authority’s Green Mark Platinum Super Low Energy certification.
The completion of Copen Grand showcases its unique design features, emphasizing liveability, nature, and wellness. The development’s signature clubhouse, a five-storey building nestled between the two main rows of towers, features cantilevered tiers that give the structure a floating appearance. This design also allows the gym and function rooms housed in the building to have magnificent views of the pools and landscaped deck on the first storey.
The top floor of the clubhouse leads to the rooftop garden on the multi-storey carpark, which expands the development’s recreational space. All units at Copen Grand have a north-south orientation, with added openings to enhance cross-ventilation. Thoughtful features have been incorporated in the interior design, such as rounded corners for cabinets to ensure safety, and niches and accessory cabinets for additional storage. The homes also come equipped with quality fittings from Rigel and Grohe, along with a smart home system.
Copen Grand’s units start from two-bedroom-plus-study units of 807 sq ft and go up to five-bedroom premium units of 1,722 sq ft. Residents will have access to over 45 recreational facilities, including a 50m lap pool, a tennis court, co-working spaces, study pods, an entertainment room, and a dance studio. There is also a tennis court, a hydro pool, and a pet zone.
