Over 12000 Apply 2601 Prime Flats July Bto Exercise Nearly Half Eyeing 741 Unit Toa Payoh Ascent
The latest Build-To-Order (BTO) sales exercise in July 2025 ended last night with an overwhelming response of more than 12,000 applications for 2,601 Prime flats, resulting in an application rate of 4.7 times. These four Prime flats, consisting of Toa Payoh Ascent with 741 units, Alexandra Vista with 609 units, Alexandra Peaks with 498 units, and Clementi Emerald with 753 units, were highly sought after by home seekers.
Toa Payoh Ascent, strategically located at the junction of Toa Payoh Rise and Braddell Rise, received almost half of the Prime flat applications. With its twin 40-storey towers comprising of 195 two-room flexi, 78 three-room, and 468 four-room flats, this project is highly attractive to potential homeowners.
Apart from the Prime flats, another 22,000 applications were submitted for the 5,547 BTO flats offered in eight different projects by the Housing and Development Board (HDB). This translates to an overall application rate of almost four times the number of available flats. Additionally, the 4,662 Sale of Balance (SBF) flats attracted more than 17,500 applicants.
According to Kelvin Fong, CEO of PropNex, the latest BTO exercise had a higher response rate compared to the February 2025 exercise, which had an overall application rate of 2.6 times. He attributes this to the record-high proportion of Prime flats in attractive locations and the introduction of priority access for singles who want to live near their parents.

The two-room flexi flats were in high demand, with more than 7,000 applicants competing for 1,321 units, resulting in an application rate of 5.3 times. This is the highest rate seen since the October 2024 exercise, which had an application rate of 5.7 times.
At Simei Symphony, a 380-unit project in Tampines, 140 two-room flexi flats were offered to first-timer singles, and the application rate was a staggering 42 times oversubscribed. Similarly, Bangkit Breeze, a 643-unit project in Bukit Panjang, received 463 applications for the 120 two-room flexi flats, resulting in an application rate of 25.5 times.
In general, five-room BTO flats continued to attract the highest application rates. For instance, at Simei Symphony, over 12,000 applicants applied for its 100 five-room flats. The application rate from second-timer families was almost 49 times, and for first-timer families, it was close to 8 times.
Similarly, Bangkit Breeze saw 463 applicants competing for the 188 five-room flats available. The application rate for second-timer families was 12.5 times, and for first-timer families, it was 1.4 times.
The next BTO sales exercise will take place in October, with more than 9,000 flats available in 10 projects situated in eight different towns. Of note are the first BTO developments built on the former Keppel golf course within the Greater Southern Waterfront and the maiden project in Mount Pleasant. This October sales exercise will see the highest number of flats released in a single exercise by the government, surpassing the November 2022 exercise, which launched 9,655 flats.
